ABSTRACT: Water is an essential input for any agribusiness, used for various purposes such as hygiene procedures, heat exchangers and beverage formulation. Water charging, regulated in Brazil by the National Water Resources Policy (Federal Law 9.433/97), is an important issue for the food industry, since it may change the profile of food production costs. Thus, this article aimed to estimate the price increases in the dairy industry from the use of water charging and evaluate the potential benefit of this collection, comparing it to some planned investments in basins plans. Cost Analysis for Water Distribution in Agriculture AgEcon

This paper uses a Translog form to estimate the water distribution cost for an irrigation consortium. The consortium operates under conditions of the under-utilization of facilities; thus, to achieve full cost recovery, water charges must be set at a higher level than efficiency. As a consequence, farmers may decide to reduce their use of the public irrigation service and instead exploit groundwater. The estimated Translog function explains the costs of water services throughout the irrigated area, and identifies items for which pricing does not accentuate the competition between the use of surface water and groundwater. Based on the estimated coefficients, a hypothesis is hence presented for pricing water provided by the consortium.

DEA APPLICATION TO EVALUATE THE TECHNICAL AND ECOLOGICAL EFFICIENCY OF WATER PRICING POLICIES AgEcon

With the enforcement of the Water Framework Directive 2000/60/EC (WFD), policy makers are required to pursue the improvement of the use efficiency of the water resources in the agricultural sector. For this purpose, we suggest a methodology to perform an ex-ante analysis of the efficiency of water pricing policies, based on a two stage DEA technique, by which it is possible to disaggregate the technical and the ecological efficiency of the policy. According to our results, we found that, coherently with the WFD principles, the direct pricing methods show the highest levels of efficiency. The objective of this work was to analyze both the allocation of water among competing demands in a river basin and pricing policies for water. Based on a theoretical model that maximizes the net social benefits from the allocation of water over a finite period of time, it was used the dynamic systems approach to analyze various issues related to water resources management in a river basin, such as sustainability of water resources, and water pricing. The model was applied to the Araguari River Basin, located in the State of Minas Gerais.

Estimating the Willingness-to-Pay for Water in Georgia AgEcon

In this paper, data from a 1992 telephone survey of Georgia residents were used to study people’s willingness-to-pay (WTP) for water as a commodity. A dichotomous contingent valuation method was employed to estimate the marginal scarcity rent of water. Results indicated that the average WTP was $15.10 above the current monthly water cost, or about 81 percent of current bills. The aggregate WTP for all of Georgia was estimated to be nearly $393 million, suggesting that water is underpriced.

Irrigation water pricing between governmental policies and farmers’ perception: Implications for green-houses horticultural production in Teboulba (Tunisia) AgEcon

A positive mathematical programming model was constructed in this study to assess the effect of three water pricing scenarios on Teboulba’s agricultural production systems. The effects of these scenarios were estimated for three groups of farmers from three irrigated districts. Results show that water demand in group 1 remains inelastic until achieving the price of 0.20 TD. A price above this level decreases water consumption, farmer’s incomes as well as seasonal labor demand. For groups 2 and 3, the water demand curves remain highly inelastic even with a full cost recovery price. Irrigation Water Value Scenarios for 2015: Application to Guadalquivir River AgEcon

This paper reviews the application of a scenario for the 2015 agricultural policy and markets for the irrigated agriculture in Europe. Scenarios for irrigated agriculture 2015 are also described in detail including Reformed CAP and biomass demand. It is applied at the basin level for the Guadalquivir River in southern Spain. The methodology is based upon residual value of water and it combines budget and farm analysis at municipality level, with the Guadalquivir basin divided at 50 ‘comarcas’; in each of them 24 possible crops are selected with specific ‘comarca’ data bases. Residential Water Consumption: A Cross Country Analysis AgEcon

Survey data from over 1,600 households in ten countries were used to analyse the determinants of residential water demand. Results show that in every country the price elasticity is negative and statistically significant. Households that do not have to pay for the water they use (volumetric water charges) consume about a third more water than similar households that do have to pay such charges. Consumers’ attitudes do not have a statistically significant effect on total water use, although they do increase the probability of households using some water saving behaviours. The increasing demand for water and limited degree of cost recovery for irrigation water delivery are important challenges for policymakers in Indonesia. To meet the increasing demand for water, it is important to reduce water use in irrigated paddy cultivation, long the dominant consumptive user, and to divert water away from agriculture to domestic and industrial sectors. Water pricing options for the Middle Drâa River Basin in Morocco AgEcon

This paper discusses the possible effects of various ways of charging for water in an integrated modeling framework adapted to the Drâa River Basin in southeastern Morocco. Declining surface water availability in the basin has led to an increase in groundwater use for irrigation in recent decades, even though groundwater extraction is more costly than using surface water. The trade-off between the pricing of ground and surface water is discussed based on recursive-dynamic simulations over a ten-year period. The results identify groundwater pricing as an economically and environmentally favorable option, assuming that revenues from water charges are redistributed to farmers.

WATERSHED CONSERVATION AND EFFICIENT GROUNDWATER PRICING AgEcon

Conserving the watershed can help to preserve the groundwater supplies by avoiding loss of recharge. Preventing overuse of available water through pricing reforms can also substantially increase benefits from groundwater stock. Since efficiency prices are generally higher than the inefficient, status quo prices, efficiency pricing may be politically infeasible and watershed conservation may be considered as an alternative. Using Pearl Harbor water district as an example, we find that pricing reform yields large welfare improvement (about $900 million) and is welfare-superior to watershed conservation unless the latter prevents over 10% loss of recharge. In addition, watershed conservation is more valuable at efficiency pricing than at the status quo prices.
